Safety-related research (dual use)

In the area of conflict between academic freedom on the one hand and the responsibility of researchers on the other, the Commission for Academic Responsibility and Good Scientific Practice established by the Senate supports members of Clausthal University of Technology in cases where human dignity, life, health, freedom, property, the environment or peaceful coexistence could be endangered by the use of research results. Scientists at Clausthal University of Technology should seek advice from the Commission if a research project has a potential risk. Such risks may include, for example, the misuse of knowledge, products or technologies by third parties. Advice is provided on request. The commission also promotes awareness of ethical aspects of research at Clausthal University of Technology.

Legal provisions on export control must be distinguished from the responsibility of researchers in general. If sensitive technological knowledge is available in German research institutions, licensing obligations under foreign trade law apply. These obligations do not affect the freedom of research itself, but do affect the transfer of unpublished results or procedures, especially to countries outside the EU.
