Alongside the Presidential Board and the Senate, the University Council is a central body of Clausthal University of Technology. The University Council consists of seven members, at least three of whom should be women, five persons familiar with the university system, primarily from business, science or culture, who may not be members of the university and are appointed by the Ministry of Science and Culture in agreement with the university Senate, one member of the university elected by the university Senate and one representative of the Ministry of Science and Culture. The University Council works on an honorary basis and is not bound by orders or instructions.

Its tasks include advising the Executive Board and the Senate, commenting on development and business plans, the establishment of or participation in companies, draft target agreements, the Senate's proposals for the nomination or appointment of Executive Board members and confirming the Senate's proposal for the dismissal of Executive Board members.
