The Senate is a central body of the university in accordance with Section 36 (1) NHG. In its function as a collegial body, the Senate is composed of 13 voting members in accordance with Section 41 (4) NHG in conjunction with Section 15 of the Basic Regulations of Clausthal University of Technology.members according to the following ratio:
- seven from the university teachers' group,
- two from the staff group
- two from the student group,
- two from the group of technical and administrative staff (MTV group).
The 13 voting members are elected directly by group. The university teachers' group must have one more vote than the other groups combined. When deciding on matters relating to the assessment of teaching, the votes of the members of the student group are counted twice; in these matters, the members of the MTV group have no voting rights. The regular term of office is three years, the term of office of the student members is one year.
The President, the Vice-Presidents, the Deans and, in matters relating to studies and teaching, the Deans of Studies are members of the Senate in an advisory capacity. The President convenes and chairs the meetings of the Senate.
The procedure for convening and conducting Senate meetings is governed by the General Rules of Procedure.
Tasks
The Senate is responsible for the following tasks:
- it adopts the regulations of the university, insofar as this responsibility is not assigned to the faculty in accordance with the NHG or the basic regulations,
- it adopts the basic regulations and their amendments with a majority of two thirds of its members,
- it adopts the development plan in accordance with § 1 paragraph 3 sentence 2 and the plan for the advancement of women in agreement with the Presidential Board,
- it comments on all self-administration matters of fundamental importance, in particular the establishment, modification and abolition of faculties and the introduction, significant modification and closure of degree programs.
The Executive Board is accountable to the Senate for all self-administration matters within its decision-making remit; this includes, in particular, measures within the meaning of Section 17 (2) sentence 1 NHG.
The Senate has a comprehensive right to information from the Executive Board. It must be heard before a decision is made on the business plan and informed about the conclusion of a target agreement.
